tstrDate and Time String

The tstr function converts the given date and time to a string, as follows:

a b->"c"

The date (a) is a real number with the format of mm.ddyyyy or dd.mmyyyy, depending on the Windows regional settings. The time (b) is a real number with the format of H.MMSSs. The date and time string is formatted based on the Windows regional settings.
